Why do so many services refuse to just do the proposal? (Or charge double?)

Okay, I've noticed a pattern. It's easy to find someone to write Chapter 4 (results) or Chapter 5 (discussion). But trying to get someone to write the proposal (Chapter 1-3) is either:
a) Not offered
b) Insanely expensive
c) They say yes and then deliver garbage

Why is that? My theory: The proposal is the hardest part to fake. It requires understanding your specific methodology, your committee's quirks, and the gap in the literature. Generic writers can churn out a discussion section because it's mostly "filler." But the proposal? That's the blueprint.

Anyone know a service that actually does proposals well? Or is this the one thing I actually have to do myself? (Rhetorical question. I know the answer. :))
